Testimony in Support of Enacting Board Second Look Resentencing in Connecticut

Nazgol Ghandnoosh testifies in support of Connecticut Senate Bill 1327, which would expand the state's "second look" process by addressing several excessive restrictions currently in place in the state's sentence modification statute.

Connecticut Senate Bill 1327 would expand the state’s “second look” process by addressing several excessive restrictions currently in place in the state’s sentence modification statute.1 SB 1327 would allow people serving mandatory minimum sentencing to petition for modification and remove the requirement for consent from the state’s attorney for a modification hearing for certain cases resolved through plea deals. SB 1327 would also reduce wait times re-petitioning for a sentence modification after a denial.

The Sentencing Project supports this legislation as a more robust second look law in the state would ensure that justice is being served for people serving extreme sentences.
